All of the Penguin’s crimes in this round are based on famous sayings about birds, and he sends cryptic clues as to the sayings. That still isn’t much of a challenge for Batman and Robin.
The story hit its high point to soon, as the first encounter between Batman and the Penguin takes place on the Statue of Liberty. Shame it wasn’t saved for the climax.
The oil rig fire that does come towards the climax of the tale significantly fails to impress.
